Goatee:
Cut pieces of black yarn- latch hook them on the chin. Feather the yarn out with a pet or wire brush. Cut and shape it into his goatee.

As for the Monocle it was made with via upcycling a clear locket. It’s so hard to find a Monocle anywhere these days. Or for that matter Doll Glasses. I miss A.C. Moore.

When you reach the end, don’t fasten off, sc once around the black cape panel. Then take the dark purple panel and SC it to the black.. after the two panels are together. Sc once around the whole cape and then fasten off.
You will work on the Collar part. Black only.
Cape Collar: Black 2.5 hook
Chain 29, SC across → 28 stitches.
Rows 1–4: SC across (28).
Row 5: Inc at both ends → 30.
Rows 6–7: SC across (30).
Row 8: Inc at both ends → 32.
Rows 9–10: SC across (32).
Row 11: Inc at both ends → 34.
Rows 12–13: SC across (34).

Clean it up by SC around the collar. Fasten off and attach the collar evenly across the cape’s neckline (you have 56 stitches there).
Center it so the collar’s midpoint aligns with the cape’s back.
If you want extra drama, you can block the collar outward or add a light wire/pipe cleaner edging hidden in the stitches to keep the points crisp.
The Red and yellow tie you can use felt, or Simply Crochet it. With embroidery thread in yellow, Chain 11, Sc in the second chain and until the end. Do this for 4 rows back and forth with Sc. Switch the color to Red and do the same thing. Fast off. Attach diagonally across his chest under his coat. Sew it down.
The Count is now finished. Now, if this is for a kid, I recommend crocheting a monocle. Do not use Small or even hard objects if it's for a kid. Always Use Felt, Yarn, or Embroidery Thread.
